This is probably just speculation and wishful thinking, but who knows? Excerpted from this article on Cinemablend:
'When Torchwood returns for its fourth season later this year, it may take place partially in the United States. This in response to the series growing popularity in the states, perhaps even greater than its success in its native UK. Sci Fi Pulse reports the BBC is considering an international flavor for the next adventures of Captain Jack Harkness and company.
'Now this is originally sourcing from a message board so it could all be cleverly disguised fanboy hopes and dreams, but it's still fun to play along, isn't it. This source says, "One of the suggested ideas is a twisty turny time travel tale which will include the appearance of a few sci-fi luminaries including Nathan Fillion as another Time Agent, Brent Spiner as ‘a senator’ and the return of James Marsters as Captain John [Hart]." '
While I am not wild about a possible US outing for Torchwood (unless they come film in my town), that casting list is phenomenal! How awesome would it be to have Captain Mal/Hammer as a Time Agent? Pretty damn shiny! I would love to see some more of Captain John (and that seems fairly plausible, even if the rest of this turns out to be false), and Brent Spiner would be quite neat as well.
I don't quite understand the idea to set it in the US, however. I don't know if I am representative of the average Torchwood fan, but I think that the Cardiff setting is part of the charm, and I suspect that many other American fans of BBC shows feel likewise. Also, if they want an international flavor, the US only barely qualifies. Still, it could end up being cool, especially if they really do have Nathan gorram Fillion! (He could have a sonic hammer! I would laugh forever!) The only way they could beat Torchwood with Nathan Fillion and James Marsters would be if it were musical Torchwood with Nathan Fillion and James Marsters!

Meanwhile, many of you may have seen the recent pics of Matt Smith and Karen Gillan filming in the snow. What is intriguing to me is that they were apparently filming in Cardiff Bay (here's a source). If they're filming in Cardiff Bay and it's set in the present, that raises the possibility that the show might address CoE at least in passing. I shouldn't get my hopes up, but wouldn't it be great if the Doctor brought up how the area was damaged by the "terrorist attack" during the invasion of the 456? He might even say something about how it was aimed at a friend, but he couldn't come to his aid because of the laws of time/blocked transmissions/whatever. That's just wishful thinking on my part, but it could happen!
