I can come up with only two possible explanations: a) because otherwise someone else at Torchwood would have to be in charge and the Earth would be capital-D Doomed. b) purely so he could deliver the line in Countrycide, "No other race in the universe goes camping. Celebrate your uniqueness." I fell over laughing at this line. It may be my new motto.
I saw most of series 3, but unfortunately I was moving and sorting out living arrangements and cable during the last few episodes so I have yet to see Jack's appearance. However, I've just acquired the DVDs, so hopefully this weekend I can fix that sad gap. (yay!!!)
