Jack Harkness speaks with an American accent, but sometimes he uses British vocabulary (e.g. "lift" instead of "elevator"). It's a little jumbled, as one might expect from someone who has spent many years in Cardiff but learned 21st-century English with an American accent (I refuse to believe that he grew up speaking this language on the 51st-century Boeshane peninsula).
